  1. Project Manager (1 post), reporting to the Senior Project Coordinator of CEPOL and in cooperation with the relevant Head of Units, will support all steps of the of the Financial Investigation In-Service Training, Western Balkan project (inception phase, implementation, monitoring, reporting and evaluation) supporting training cooperation on financial investigation with countries in the geographical area concerned. This shall include all aspects of day-to-day management of the action and other tasks related to operational initiation of procurement and other activities with contractual implications.
  2. Senior Project Officers (2 posts), reporting to the Project Manager, will support the implementation of the above project support all steps of the of the Financial Investigation In-Service Training, Western Balkan project (inception phase, implementation, monitoring, reporting and evaluation) supporting training cooperation on financial investigation with selected countries in the geographical area concerned. This shall include management of training activities and other tasks related to operational initiation of procurement and other activities with contractual implications.



Project Manager:


  • Be operationally responsible for project implementation;
  • Coordinate and ensure the supervision of the work of the project team;
  • Be responsible for the submission of inception, progress and final reports, and provide input necessary for Monitoring and Evaluation;
  • Supervise training sessions on specialized topics;
  • Draft, update and monitor work plans, budgets and expenditures;
  • Ensure appropriate communication with stakeholders
  • Ensure adequate outreach, communication, PR and project visibility;
  • Ensure compliance of project expenditure with the EU financial regulations whilst ensuring expenditure items for project purposes are easily identified and traceable;
  • Coordinate implementation with relevant, parallel projects;

 

Project Manager and Senior Project Officers

  • Develop, organize and deliver training sessions on specialized topics;
  • Draft TORs for short term experts, identify candidates, and provide input to the recruitment and hiring process as needed ;
  • Directly liaise with project partners and stakeholders;
  • Prepare and implement project related procurement in line with the applicable rules;
  • Set up, open and moderate training sessions and project meetings, including meetings of the Steering Committee;
  • Draft reports on particular training, project progress, communication documents;
  • Extract and disseminate best practices and facilitate exchange of experiences

In addition, in order to be eligible the candidate must:

  • Be a national of a Member State of the Union;
  • Be entitled to his or her full rights as a citizen;
  • Have fulfilled any obligations imposed by the applicable laws on military service;
  • Meet the character requirements for the duties involved;
  • Be physically fit to perform the duties linked to the post; and
  • Have a thorough knowledge of one of the languages of the Union and a satisfactory knowledge of another language of the Union.

Completed university studies of at least three years attested by a diploma and appropriate professional experience of at least one year

Professional training in the field of law enforcement and after having completed the training, at least the number of years of relevant professional experience indicated below:

In addition to the above at least 6 years of relevant and proven professional experience gained after obtaining the diploma or after completed the professional training with the to the training linked experience.


A contract offer will be made as a member of the Contract Agent staff of the agency in accordance with the Conditions of Employment of Other Servants of the European Communities for a period of 24 months, which may be renewed. The third contract will be for an indefinite period. As the advertised position is project-funded, there shall be no expectation on the side of the candidate that an employment contract may be extended beyond the duration of the project. The successful candidate will be recruited as Project Manager or Senior Project Officer – FG IV.

The basic monthly net pay for this post is EUR 2,139.99 (grade 13), EUR 2,320.90 (grade 14) or EUR 2,899.12 (grade 16). The correction coefficient (on the date of publication of this vacancy notice is 74.5% for Hungary and is already taken in consideration for these amounts.

The grade is determined on the basis of professional experience gained after obtaining the diploma of an education required for the position and in line with applicable implementing rules.

In addition, based on personal situation, the following allowances might be granted:

  • Expatriation or foreign residence allowance: 16% or 4% of the basic pay.
  • Annual travel allowance: staff who are entitled to the expatriation (16%) or foreign residence (4%) allowance are entitled to be paid each calendar year a sum representing the cost of travel from the place of employment to the place of origin for themselves and, if they are entitled to the household allowance, for their spouse and dependents (less than age of 2)

    • School fees: paid by CEPOL for dependent children who joined the staff member in changing the residence to fully respect the article 20 of the Staff Regulations. The school shall be considered as non-fee paying and the staff member concerned shall not receive the education allowance mentioned in the bullet point(s) above.

The costs covered by CEPOL shall be:

  • The registration and attendance fees at international schools
  • The transportation costs
  • Excluding all other costs as described on the Commission decision C(2004)131-53-2004 on general implementing provisions for the grant of the education allowance.

In addition, CEPOL will provide benefits and entitlements in line with those of European Union Civil Servants. Such entitlements will be established based on the necessary documents provided by the newly recruited staff member upon taking up duty with CEPOL.

The successful candidate shall undergo a probation period of 9 months.

For reasons related to CEPOL’s operational requirements, the candidate may be required to be available at short notice.

The highest scoring candidates exceeding the threshold defined in advance by the Selection Committee shall be invited for interview. Maximum number of candidates to be invited for interview shall not exceed 15. Interview and written test will be carried out via Skype.

Experience in leading/managing international workshops, meetings and events;

Knowledge of the European Union policies and instruments in the area of Justice and Home Affairs and its external aspects, in particular in the specific area of financial investigation;

Experience in supporting the development and organisation of training for law enforcement and security sector professionals;

At least 3 years experience as law enforcement officer in the area of Financial Investigation, Training or Organised Crime;

Excellent verbal and written communications skills in English;

Working Knowledge of languages of Western Balkan countries (Albania, Bosnia and Hercegovina, Former Jugoslav Republic of Macedonia, Kosovo*, Montenegro, Serbia) (min. level B2);

Proven experience in drafting reports, policy briefs, strategic analysis, project implementation reports and the like, for senior management in English (please give examples);

Experience in the management of projects and budgets, particularly EU-funded, Grants and Procurement preferably in WB (Western Balkan) context;

Professional qualification in project management (PM2, Prince 2, etc.);
