Liaison Officer will represent increased role and visibility of the Agency in the context of the European Agendas on Migration and Security as well as dedicated Communications and Action Plans addressed to alleviate the migration pressure, fight against the terrorism and promoting a better use of the existing Agencies in respective field. The Liaison Officer will facilitate the dialogue and exchange of information with the European Union institutions on subject matters relevant to CEPOL's mandate and responsibilities. S/he will contribute to the strategic management and overall communication of CEPOL towards its stakeholders at EU level and will strengthen the visibility by developing and broadening the cooperation with the EU Institutions namely European Commission, Council of the European Union, European Parliament and Justice and Home Affairs Agencies present in Brussels. Liaison Officer will participate on a daily basis at the meetings organised in Brussels, where and when required, to facilitate more efficient planning, implementation and evaluation of training activities relevant to CEPOL both on the policy and operational level.

 


Under the supervision of the Executive Director and Head of Operations, the Liaison Officer will be responsible for:

  • liaising, developing and maintaining working relations and cooperation with Member States, European Commission, the Council and the Parliament as well as with other EU Agencies present in Brussels;
  • facilitating the dialogue and exchange of information with the institutions and attending meetings on subject matters relevant to the CEPOL mandate and responsibilities;
  • facilitating CEPOL dialogue with other international organisation and Academia relevant to the mandate of CEPOL;
  • identifying and advising CEPOL management as appropriate on political and legislation initiatives of the European Union, which are relevant to the mandate and work of the CEPOL;
  • advising on, organising and facilitating events for the stakeholders of CEPOL to promote its capacities and develop partnerships;
  • organising and attending the visits of CEPOL staff to Brussels and brief them on the issues related to the political/institutional developments relevant to CEPOL;
  • contributing to the annual planning and other planning exercises as required;
  • acting as officer-in-charge for the office when needed;
  • performing other related duties as required.

In addition, in order to be eligible the candidate must:

  • Be a national of a Member State of the Union;
  • Be entitled to his or her full rights as a citizen;
  • Have fulfilled any obligations imposed by the applicable laws on military service;
  • Meet the character requirements for the duties involved;
  • Be physically fit to perform the duties linked to the post; and
  • Have a thorough knowledge of one of the languages of the Union and a satisfactory knowledge of another language of the Union.
Completed university studies of at least three years attested by a diploma and appropriate professional experience of at least one year.

In addition to the education requirements, at least 5 years of professional experience gained after obtaining the diploma where, at least 2 years of work experience would be in Justice and Home Affairs field

and

proven working experience in the Permanent Representation of a Member State to the European Union, especially, in the areas directly related to the mandate of the Agency

or

proven working experience in a European Institution or EU Agency in the areas related to the mandate of the Agency.

A contract offer will be made as a member of the Contract Agent staff of the agency in accordance with the Conditions of Employment of Other Servants of the European Communities for a two year period, which may be renewed. The third contract will be for an indefinite period. The successful candidate will be recruited as Liaison Officer – FGIV. Place of employment will be Brussels.

The basic monthly net pay for this post is EUR 2,921.30 (grade 13), EUR 3,161.82 (grade 14) or EUR 3,949.82 (grade 16). The correction coefficient (on the date of publication of this vacancy notice is 100% for Brussels and is already taken in consideration for these amounts.

The grade is determined on the basis of professional experience gained after obtaining the diploma of an education required for the position and in line with applicable implementing rules.

In addition, based on personal situation, the following allowances might be granted as per the Annex VII of the Staff regulations:

  • Expatriation or foreign residence allowance: 16% or 4% of the basic pay.
  • Annual travel allowance: staff who are entitled to the expatriation (16%) or foreign residence (4%) allowance are entitled to be paid each calendar year a sum representing the cost of travel from the place of employment to the place of origin for themselves and, if they are entitled to the household allowance, for their spouse and dependents (less than age of 2)
  • Household allowance
  • Allowance for a dependent child or person treated as such:
    • Pre-school allowance
    • Education allowance

In addition, CEPOL will provide benefits and entitlements in line with those of European Union Civil Servants. Such entitlements will be established based on the necessary documents provided by the newly recruited staff member upon taking up duty with CEPOL.

The successful candidate shall undergo a probation period of 9 months.

For reasons related to CEPOL’s operational requirements, the candidate may be required to be available at short notice.

The seat of CEPOL is in Budapest (Hungary) however the place of employment for the position of the Liaison Officer for the duration of the 2-year contract will be in Brussels (Belgium) (see CEPOL Management Board Decision 09/2019, available here: https://www.cepol.europa.eu/sites/default/files/Decision_09-2019-MB.pdf ). This is without prejudice to change of circumstances that may occur within the 2-year period and result to the change of the place of employment from Brussels (Belgium) to Budapest (Hungary).  

The highest scoring candidates exceeding the threshold defined in advance by the Selection Committee shall be invited for interview. Maximum number of candidates to be invited for interview shall not exceed 6. Interview and written test will be held in person in Budapest.

Excellent written and oral command of English, corresponding to at least C1 level;

A very good understanding of the EU context, and of the interaction between national administrations and EU institutions, including knowledge of the EU legislation relevant for the mandate and operations of the Agency;

Solid professional experience in Law Enforcement ideally acquired in a European or international context;

Knowledge of the French language (at least B1 level);

Proven experience of working in liaison, coordination, policy and/or advisory function;

Proven experience in event management.
