Under the supervision of the Head of Training and Research Unit, and the daily coordination of the Head of Sector EMPACT and Grants, the Programme Officer will:

  • Plan, design and Implement CEPOL training activities such as onsite and online courses, workshops, webinars, online modules, e-lessons;
  • Contribute to the lifecycle of multi-annual programming and planning of the training portfolio
  • Be engaged in the planning, development, implementation, evaluation and reporting of CEPOL’s training activities;
  • Represent CEPOL in relevant international meetings in particular in the EMPACT mechanism; Support the agency in the coordination tasks of EMPACT Common Horizontal Strategic Goal 6 “Capacity building through training, networking and innovation”;
  • Provide advice on matters related to the development of the CEPOL training portfolio
  • Contribute to the Training Needs Analyses and Assessments
  • Produce strategic reports, policy documents as and when required
  • Other activities as requested by the Line Manager

The post requires a very good command of English, both written and oral, good organisational and presentation skills, as well as knowledge of EU internal security environment in particular EMPACT mechanism.

  1. Possess good knowledge in one or more fields of serious organised crime such as drugs trafficking, migrant smuggling, firearms trafficking, financial crimes, organised property crime, intellectual property crime or other EMPACT areas
  2. Plan, design, organise, evaluate and report on training activities in the given thematic area;
  3. Provide strategic and operational advice for the further development of CEPOL training portfolio
  4. Liaise with CEPOL partners in order to develop training in the assigned thematic area
  5. Support CEPOL’s contribution to the EMPACT mechanism
  6. Represent CEPOL in meetings and events pertinent to the assigned thematic areas
  7. Provide administrative support to the implementation of CEPOL core business
  8. Organise expert meetings, Develop training curricula
  9. Implement other tasks assigned by Line Manager

In addition, in order to be eligible the candidate must:

  • Be a national of a Member State of the Union;
  • Be entitled to his or her full rights as a citizen;
  • Have fulfilled any obligations imposed by the applicable laws on military service;
  • Meet the character requirements for the duties involved;
  • Be physically fit to perform the duties linked to the post; and
  • Have a thorough knowledge (min. level C1) of one of the languages of the Union and a satisfactory knowledge (min. level B2) of another language of the Union. One of these languages has to be English, as this is the working language of the agency.

In addition to the above at least 7 years of relevant and proven professional experience gained after obtaining the diploma or after completed the professional training with the to the training linked experience.

A contract offer will be made as a member of the Temporary Agent staff of the agency in accordance with the Conditions of Employment of Other Servants of the European Communities for a five years period, which may be renewed for additional 5 years. The third contract will be for an indefinite period. The successful candidate will be recruited as Programme Officer - AD6.

The basic monthly net pay for this post is EUR 3,294.89 (Step 1) or EUR 3,415.75 (Step 2). The correction coefficient (on the date of publication of this vacancy notice) is 69,6% for Hungary and is already taken in consideration for these amounts.

The step is determined on the basis of professional experience gained after obtaining the diploma of an education required for the position and in line with applicable implementing rules.

In addition, based on personal situation, the following allowances might be granted:

  • Expatriation or foreign residence allowance: 16% or 4% of the basic pay.
  • Annual travel allowance: staff who are entitled to the expatriation (16%) or foreign residence (4%) allowance are entitled to be paid each calendar year a sum representing the cost of travel from the place of employment to the place of origin for themselves and, if they are entitled to the household allowance, for their spouse and dependents (over the age of 2)

    • School fees: paid by CEPOL for dependent children who joined the staff member in changing the residence to fully respect the article 20 of the Staff Regulations. The school shall be considered as non-fee paying and the staff member concerned shall not receive the education allowance mentioned in the bullet point(s) above.

The costs covered by CEPOL shall be:

  • The registration and attendance fees at international schools
  • The transportation costs
  • Excluding all other costs as described on the Commission decision C(2004)131-53-2004 on general implementing provisions for the grant of the education allowance.

In addition, CEPOL will provide benefits and entitlements in line with those of European Union Civil Servants. Such entitlements will be established based on the necessary documents provided by the newly recruited staff member upon taking up duty with CEPOL.

The successful candidate shall undergo a probation period of 9 months.

For reasons related to CEPOL’s operational requirements, the candidate may be required to be available at short notice.

The highest scoring candidates exceeding the threshold defined in advance by the Selection Committee shall be invited for interview and written test. Maximum number of candidates to be invited for interview and written test shall not exceed 12. Interview and written test will be arranged online.

Only candidates who achieve 65% of the total scores available for the interview and written test can be included in a Reserve List. The reserve list will be valid until 31 December 2024 and may be extended by the decision of the Appointing Authority of CEPOL. Minimum 5 years of operational experience in the area of Serious and Organized Crime (such as drugs trafficking, migrant smuggling, firearms trafficking, financial crimes, organised property crime, or other EMPACT areas);

Knowledge of the EU international security challenges and international Serious and Organised Crime patterns;

Experience in use of EU tools/mechanisms for Law Enforcement cooperation (please provide 2 operational case examples of major intelligence and investigative casework, describe your role, use of EU tools, internation LE cooperation mechanismsm etc.);

Experience in cooperation with EU/international law enforcement authorities and similar bodies having mandate in relation to fight against Serious and Organised Crime on EU/international level (Please list the authorities and describe your engagement);

Experience in organisation/programming of international events. (Provide examples of the events and your role in the organisation, participating countries);

Experience in training design and/or training material development (Please describe the nature, target audience, language and your role);

Experience in EMPACT or other EU funded Law Enforcement programs/projects. (Please provide examples, describe your role and responsibilities);

Knowledge in the field of innovative technologies in Law Enforcement and/or training (Please provide examples);
