Under the day to day supervision of project coordinators or assigned Senior Project Officer and the overall responsibility of the Head of Project Management Unit, the Project Officers shall, in close cooperation with other relevant colleagues assigned to the project team, be tasked to provide administrative, financial and operational support throughout all steps of the project cycle. This includes inception phase, implementation, monitoring, reporting and evaluation of activities undertaken by CEPOL in the context of its actions in support of building the capacity of law enforcement services in third countries. This shall also encompass tasks related to operational initiation of procurement, purchase orders, and other activities with financial implications.

  1. Assist Senior Project Officers/Managers throughout project implementation;

  2. Support the organisation, logistics and administration of training sessions and project activities, including meetings of the Steering Committee;

  3. Assist in tasks related to training needs assessments, in particular liaison with stakeholders, collection of data via surveys and/or interviews, presentation of data via Excel and/or other tools;

  4. Facilitate participant’s exchanges, in particular the matching process and communication in relation to exchanges/mentoring and managing logistics and travel arrangements;

  5. Contribute to drafting inception, progress and final reports, and provide input necessary for Monitoring and Evaluation;

  6. Update and monitor work plans, budgets and expenditures;

  7. Contribute to drafting Terms of References for short term experts, disseminate them, and provide input to the recruitment and hiring process as needed;

  8. Support liaison with project partners and stakeholders;

  9. Support project outreach, communication, Public Relations and project visibility;

  10. Actively participate in the financial workflow while ensuring that project expenditure aligns with EU financial regulations, and at the same time, making sure that all expenditure items related to the project can be easily identified and traced;

  11. Keep track and consolidate project evaluation tools and reports;

  12. Contribute to the identification and dissemination of best practices and the exchange of experiences;

  13. Readiness to travel frequently abroad to fulfill missions (mainly by plane);

In addition, in order to be eligible the candidate must:

  • Be a national of a Member State of the Union;
  • Be entitled to his or her full rights as a citizen;
  • Have fulfilled any obligations imposed by the applicable laws on military service;
  • Meet the character requirements for the duties involved;
  • Be physically fit to perform the duties linked to the post; and
  • Have a thorough knowledge (min. level C1) of one of the languages of the Union and a satisfactory knowledge (min. level B2) of another language of the Union.

A level of post-secondary education attested by diploma

or

a level of secondary education attested by diploma giving access to post-secondary education and appropriate professional experience of at least 3 years gained after obtaining the diploma.

In addition to the above at least 3 years of relevant and proven professional experience gained after obtaining the diploma (6 years in total - in case of secondary education).

CEPOL implements capacity building actions for law enforcement officials in third countries with a limited duration. For this reason CEPOL is establishing a reserve list to ensure availability of human resources in due time. A contract offer will be made as a member of the Contract Agent staff of the agency in accordance with the Conditions of Employment of Other Servants of the European Communities for the implementation period of the project. The contract may be extended. However, as the advertised position is project-funded, with limited duration, there shall be no expectation on the side of the candidate that an employment contract may be extended beyond the duration of the project. The successful candidate will be recruited as Project Officer – FG III.

The basic monthly net pay for this post is EUR 2,039.80 (grade 8), EUR 2,306.99 (grade 9) or EUR 2,515.58 (grade 10). The correction coefficient (on the date of publication of this vacancy notice is 75.6% for Hungary and is already taken in consideration for these amounts.

The grade is determined on the basis of professional experience gained after obtaining the diploma of an education required for the position and in line with applicable implementing rules.

In addition, based on personal situation, the following allowances might be granted:

  • Expatriation or foreign residence allowance: 16% or 4% of the basic pay.
  • Annual travel allowance: staff who are entitled to the expatriation (16%) or foreign residence (4%) allowance are entitled to be paid each calendar year a sum representing the cost of travel from the place of employment to the place of origin for themselves and, if they are entitled to the household allowance, for their spouse and dependents (less than age of 2)

    • School fees: paid by CEPOL for dependent children who joined the staff member in changing the residence to fully respect the article 20 of the Staff Regulations. The school shall be considered as non-fee paying and the staff member concerned shall not receive the education allowance mentioned in the bullet point(s) above.

The costs covered by CEPOL shall be:

  • The registration and attendance fees at international schools
  • The transportation costs
  • Excluding all other costs as described on the Commission decision C(2004)131-53-2004 on general implementing provisions for the grant of the education allowance.

In addition, CEPOL will provide benefits and entitlements in line with those of European Union Civil Servants. Such entitlements will be established based on the necessary documents provided by the newly recruited staff member upon taking up duty with CEPOL.

The successful candidate shall undergo a probation period of 9 months.

For reasons related to CEPOL’s operational requirements, the candidate may be required to be available at short notice.

The highest scoring candidates exceeding the threshold defined in advance by the Selection Committee shall be invited for interview and written test. Maximum number of candidates to be invited for interview shall not exceed 50. Interview and written test will be arranged online.

Only candidates who achieve 60% of the total scores available for the interview and written test can be included in a Reserve List. The reserve list will be valid until 31 December 2024 and may be extended by the decision of the Appointing Authority of CEPOL. Proven experience in organising/managing international/multicultural trainings, workshops, meetings and events. Please provide examples and describe also the duration of your experience (years);

Very good command of English both written and oral;

Strong communication and interpersonal skills as well as attention to detail;

More than 2 years of experience in supporting the development and organisation of training for law enforcement, diplomatic or security sector professionals;

Working experience of at least 1 year in an international organisation or within EU institutions, bodies and/or agencies;

Working knowledge of local languages of Western Balkans, European Neighbourhood East and South countries (min. level B2);
